Speaker’s Office

Upon the opening of a new session of the Student Congress of the University of North Carolina at Chapel Hill, the 41 newly inaugurated representatives elect from their number

the Speaker of Student Congress. The Speaker serves as the face of the organization and is tasked with setting the Congressional agenda for the session as well as administering the day-to-day organization of the legislative branch of Student Government.

Duties of the Speaker granted by Laws enacted under the Student Government of the University of North Carolina at Chapel Hill:

  • The Speaker signs into Law any acts of the Student Congress which have been vetoed by the Student Body President when a veto is overridden.
  • The Speaker is third in order of the succession to the Presidency.
  • The Speaker serves as President of the Court of impeachment trials for impeachments of officers except for the Student Body President or the Student Body Vice President.
  • The Speaker calls to order meetings of the Student Congress and is the chief presiding officer.
  • The Speaker may call special meetings of the Congress.
  • The Speaker serves as an ex-officio member of all Congressional committees.
  • The Speaker ensures the promulgation to appropriate parties of all resolutions of the Congress.
  • The Speaker makes all appointments and nominations reserved for the Student Congress, subject to a two-thirds vote of the body.
  • The Speaker appoints all members of the Legislative Staff except for the Sergeant-at-Arms.
  • The Speaker may determine whether the Congress is in need of a Sergeant-at-Arms, whose election shall be a question placed before the Congress.
  • The Speaker works with the Finance Committee Chair to prepare the Congress’ annual budget request.
  • The Speaker serves as the Congress’ chief administrator and spokesperson on non-legislative matters.
  • The Speaker may regulate the operation of the representatives of the news media on the floor of the Congress.
  • The Speaker has the discretion to dismiss any member of the legislative staff.
  • The Speaker works with the legislative staff to ensure proper transmission of all public documents to the University Archives.
  • The Speaker controls the public communications of the Congress.

According to the Student Constitution of Student Government at the University of North Carolina at Chapel Hill:

  • The Speaker is a member of the Carolina Union Board of Directors.
  • The Speaker works with the Chair of the Carolina Union Board of Directors and the Student Body President to coordinate Student Government oversight of the Carolina Union’s operations.
  • The Speaker sits on the Student Fee Audit Committee.
  • The Speaker is a delegate to the UNC-System Association of Student Governments and serves as delegation chair when the Student Body President is not in attendance.
  • The Speaker provides oversight to the Student Safety and Security Committee by auditing their monthly statement from the Student Activities Fund Office (SAFO) .
  • The Speaker sits on the selection committee of the incoming Student Body Vice President.
  • The Speaker sits on the selection committee of the incoming Student Body Treasurer.
  • The Speaker sits on the selection committee of the incoming Student Body Secretary.
  • The Speaker sits on the selection committee of the incoming Student Attorney General.
  • The Speaker sits on the selection committee of the incoming Student Solicitor General.
  • The Speaker sits on the Ticket Advisory Council of the Carolina Athletic Association.
  • The Speaker works with the Student Body President and the President of the Graduate and Professional Student Federation to coordinate the confirmation process of those officers’ nominees to external committees overseen by Student Government.
  • The Speaker nominates students to serve on behalf of Student Congress to external committees overseen by Student Government, including:
    • A member of the Carolina Union Board of Directors
    • A member of the Student Legal Services Board of Directors
    • Two members of the WXYC Radio Board of Directors
    • Three members of the Student Safety and Security Committee
    • Three members of the Renewable Energy Special Projects Committee (RESPC)
    • A member of the Student Television Board of Directors (STV)
    • A member of the Student Fee Audit Committee (SFAC)
    • Two members of the Student Library Advisory Board (SLAB)
